Commission strengthens support for EU Deforestation Regulation implementation and proposes extra 12 months of phasing-in time, responding to calls by global partners

The European Commission is enhancing support for the implementation of the EU Deforestation Regulation (EUDR) by publishing additional guidance and proposing an extra 12 months for phasing in the regulations. This extension aims to assist global stakeholders, Member States, and third countries in their preparations. If approved, the law would take effect on December 30, 2025, for large companies and June 30, 2026, for micro- and small enterprises.

 

The new guidance documents clarify the application of the EUDR, covering essential topics like the Information System functionalities, penalties, definitions of terms like "forest degradation," and traceability obligations. The guidance is organized into 11 chapters and includes over 40 FAQs to address stakeholder concerns.

 

The Commission also introduced a bench marking methodology to classify countries as low, standard, or high risk, focusing on areas with significant deforestation challenges. Additionally, a strategic framework for international cooperation has been established, emphasizing support for smallholders and a human rights-centered approach.

 

The Information System for businesses to register their due diligence statements is set to accept registrations in early November, with full operation by December. The Commission encourages companies to complete their connections and training for the system.

 

Next steps include finalizing the country bench marking system by June 30, 2025, and seeking the European Parliament and Council's approval for the extended implementation period by the end of the year.
